Mr. William Daniel Sabaya

Formerly Secretary Presidential Commission on Education. Private secretary for two former Ministers of Education; Former Director, Tanzania Institute of Education, founder and Executive Secretary, Higher Education Accreditation Council and the Tanzania Commission for Universities for 10 years.

  • Holder of a Master’s Degree in Education (the University of London), 1979, Postgraduate Diploma in Advanced Educational Studies (Science Education) (the University of Reading, UK), 1978, BSc (Hons) with Education degree (the University of East Africa), 1970 and Certificate in Education Management and Administration (the Scottish School of Education, Scotland), 1979
  • Holder of Tanzania Tax Identification Number (TIN) Number 102 577 191 valid effective 2004,
  • A seasoned science (biology) teacher, education administrator, designer and writer of education policies, speeches of Ministers, curricula and instructional materials,
  • Has served at headquarters of the Ministry of General Education and Ministry of Higher Education, Science and Technology for over 40 years in various capacities
  • Served as organizer of induction and training courses for education personnel countrywide targeting Regional and District Education Officers, School Inspectors and school teachers,
  • Served as Coordinator of secondary education programme assisting the Director Secondary Education,
  • Served as Professional and Technical Advisor to the Chief Education Officer (Commissioner for Education),
  • Served as writer of the Report of the Presidential Commission for Education 1981 (the Makwetta Report),
  • Served as Head of Education Research Unit, Ministry of Education Hqrs,
  • Served as Private Assistant and Private Secretary to Ministers of Education and writer of relevant speeches for– Hon Jackson Makwetta (MP) and Hon. Kighoma Malima (MP),
  • Served as Director of the Institute of Curriculum Development, ICD, (now Tanzania Institute of Education, TIE),and led reforms of the country’s school curricula, guiding the cutting down of the number of subjects offered in primary schools from thirteen to the current six and introduced the “Stadi za Kazi” (Vocational Skills Modules) course to prepare primary school leavers for productive roles in society,
  • Served as founder Executive Secretary of the Higher Education Accreditation Council, HEAC (now Tanzania Commission for Universities, TCU) and in that capacity guided the development of quality assurance and accreditation system for the country’s universities including criteria for recognition, registration, accreditation and internal self assessment and external peer review for institutions and programmes for 31 university level institutions,
  • Served as first Executive Administrator of the Tanzania Academy of Sciences (TAAS),
  • Retired in January 2016 as Lecturer in Contemporary Issues in Education at the Open University of Tanzania, and coordinator of quality of the university functions
  • Now (2018) Member of the University Council of Kampala International University in Tanzania for four years renewable.
  • Has participated in writing the country’s Education and Training Policy 1995, curricula and teaching and learning resources for the school system, national examinations, the Higher Education Policy and Universities Act 2005,
  • Wrote the guidelines for education quality assurance for 15 member states of the SADC Region,
  • Led reform of the Ministry of Education Headquarters for efficiency and effectiveness under the Public Service Performance Review of the late nineties.
  • Member, Evangelical Lutheran Church in Tanzania (ELCT), Eastern and Coastel Diocese, (ECD), Azania Front Congregation since 1975,
  • served as Member and Chairman, Board of Education of the ELCT Eastern and Coastal Diocese,
  • Served as Member of the Board of Tumaini University, Dar es Salaam College (TUDARCo)
  • Served as Member of Council of ELCT-ECD
  • Member of Bible Study Fellowship (BSF) International from 2007 todate and have studied the Life and five Books of Moses – Genesis, Exodus, Leviticus, Numbers, Deuteronomy; Isaiah, Mathew, Revelation, Apostle John, Romans and now going in for Minor Prophets (Sept. 2018).
  • Currently serving as consultant in education, having:
  • Developed a Project write up for the establishment of the envisioned Efatha Heritage University at Bungo, Kibaha, Coast Region Tanzania,
  • Participated in Reviewing the suitability of Mapinga Secondary School for Transformation into a School of Education of the planned  Efatha University of Tanzania,
  • Participate in Assessing the suitability of the Msufini Secondary School Moshi for Running Science Programmes of the Stefano Moshi Memorial College of Tumaini University.
  • led the performance review of the Tanzania Education Authority for greater efficiency, 2009
  • served in search committees for the identification of persons suitable to be appointed as Chancellor, Vice Chancellor, Heads of Schools and Deans and Directors of Mzumbe University,.2014
  • reviewed the performance of the A3 Institute of Professional Studies in Dar es Salaam for improved performance and efficiency, 2016
  • collaborating with three other educationists in submitting a Cover Note for Action Research on Improved Literacy and Numeracy for Tanzania (a Ministry of Education, Science and Technology Project), and looking forward to being appointed to undertake the research, July 2016
  • Currently submitting an Expression of Interest to Undertake Consultancy for Competitive Landscape Analysis of Literacy and Girls’ Education Needs and Service Providers in Tanzania Mainland for “Room to Read Tanzania”, August 2016
  • Edited the University Charter and Council Charter of the Kampala International University in Tanzania (KIUT), 2018
  • Editor of Masters and PhD dissertations by university students
  • Developed the Constitution for the Tanzania Agribusiness and Environment Trust, (TAGET 2050) June 2016
  • Developed a project write-up for the establishment and management of a model private secondary school to implement Mwalimu Nyerere’s philosophy of pragmatism, merging theory and practice, linking education with productivity and improved service provision.
